Rank advancement follows a natural progression. Each phase builds upon the last, with increasing responsibility and skill requirements as scouts work toward Eagle.
Phase 1
Scout Rank
Requirements focus on learning the Scout Oath and Law, understanding the outdoor code and Leave No Trace principles, and basic BSA information.
Phase 2
Tenderfoot through First Class
The "trail to First Class" — covering camping, cooking, navigation, first aid, citizenship, and fitness. Scouts learn leadership and how to work as a patrol.
Phase 3
Star and Life Scout
Require merit badges (including Eagle-required badges), positions of leadership, and service hours. Scouts begin taking on meaningful leadership roles.
Phase 4
Eagle Scout
The highest BSA rank. Requirements include 21 merit badges, leadership experience, and an Eagle Scout service project benefiting the community. Only ~4% of all scouts who join BSA earn Eagle.
